Lee County, Virginia, including mine works lying between Lone Mountain Processing Inc. impoundment and Gin Creek portal plus all stream beds and continguous banks extending from portal next to Gin Creek downstream to Straight Creek, to the North Fork of the Powell River, then along North Folk to the Powell River, then into Norris Lake in Tennessee (approx. 65 mi from spill discharge).
